The meeting requested that in 2022, we should thoroughly implement the spirit of the central economic work conference and the decisions and arrangements of the CPC Central Committee and the State Council, fully, accurately and comprehensively implement the new development concept, build a new development pattern, promote high-quality development, adhere to the supply side structural reform as the main line, focus on the goal of building a manufacturing power and a network power, and place steady industrial growth in the most important position, We will make overall efforts to strengthen and supplement the chain, tackle key technological problems, digital transformation and green and low-carbon development, increase support for small and medium-sized enterprises, improve the supply capacity of information and communication services, promote the stable operation and quality upgrading of the industrial economy, maintain the basic stability of the proportion of the manufacturing industry, enhance the core competitiveness of the manufacturing industry, and build a solid economic "ballast".
The meeting stressed that in 2022, we should focus on six key tasks:
First, strive to boost the industrial economy and provide strong support for stabilizing the economic market. Implement the implementation plan on Invigorating the operation of industrial economy and promoting high-quality industrial development, pay close attention to the publicity and implementation of the 14th five year plan, and go all out to achieve a smooth succession in the first quarter. Open up the supply blocking points and checkpoints of key products and effectively unblock the industrial economic cycle. We will deepen industrial and financial cooperation and strive to boost investment in manufacturing. Implement the strategy of "increasing varieties, improving quality and creating brands", and expand the consumption of new energy vehicles, green smart appliances and green building materials. Do a good job in service guarantee for major foreign-funded projects.
Second, accelerate innovation breakthroughs in basic and key areas, and further enhance the toughness of the industrial chain and supply chain. We will implement the industrial foundation reconstruction project and organize the implementation of a number of key projects. We will strengthen and supplement the manufacturing chain, create a number of national manufacturing innovation centers and national and local co construction centers, and cultivate a number of national advanced manufacturing clusters.
Third, increase the relief and assistance to small and medium-sized enterprises and promote the specialized and new development of enterprises. We will comprehensively implement a series of preferential policies for enterprises and strive to solve the difficulties of small and medium-sized enterprises. Increase the governance of malicious arrears. We will improve the evaluation system for high-quality small and medium-sized enterprises. Implement the enterprise management improvement project, promote the upgrading of quality management in the manufacturing industry, and improve the level of product reliability.
Fourth, strengthen application orientation and improve the supply capacity of information and communication services. We will steadily and orderly carry out the construction of 5g and gigabit optical networks. By the end of 2022, gigabit optical networks will have the capacity to cover more than 400 million households. Increase IPv6 application innovation and promotion, and accelerate the integrated application of 5g in vertical industries. We will further promote the special rectification of app, improve the safety assurance systems such as Internet of vehicles and intelligent Internet connected vehicles, and improve the utilization level of radio spectrum resources.
Fifth, promote the digital transformation of manufacturing industry to expand in depth and enhance the new advantages and new momentum of industrial development. Implement the action plan for digital transformation of manufacturing industry, improve the multi-level industrial Internet platform system, break through a number of intelligent components and equipment, and expand the application scenarios of industrial big data.
Sixth, implement the carbon peak action in the industrial field and steadily promote the green and low-carbon transformation of the industry. Vigorously develop green manufacturing and carry out demonstration and application of green low-carbon technologies and products. Implement plans to improve industrial energy efficiency and water efficiency. We will resolutely curb the blind development of "two high" projects. We should do a good job at the end of the year and the beginning of the year, continue to do a good job in normalized epidemic prevention and control, strictly and carefully carry out work safety supervision in civil explosives and other fields, and do a good job in radio, emergency communication and network security.
