Raw material industry is the foundation of the real economy, the basic industry supporting the development of the national economy and the key field to win international competitive advantage. It is the main force of industrial foundation reconstruction and the main battlefield of industrial green development. During the 13th Five Year Plan period, China's raw material industry achieved remarkable results in transformation and upgrading, its comprehensive strength increased steadily, and its international competitiveness continued to increase. It has become a real large raw material industry country.

According to the basic principles of "innovation leading, market leading, supply and demand coordination and green security", the plan puts forward the overall development direction and 15-year long-term objectives in the next five years. By 2025, the ability of raw material industry to guarantee and lead the high-quality development of manufacturing industry will be significantly enhanced; The growth rate of added value maintained a reasonable level, and its proportion in the manufacturing industry was basically stable; The scale of new material industry continues to increase, accounting for a significant increase in the proportion of raw material industry; Initially form an industrial development pattern with higher quality, better efficiency, better layout, greener and safer. By 2035, it will become a highland for the R & D, production and application of important raw material products in the world, the competitiveness of new material industry will be comprehensively improved, the green and low-carbon development level will be advanced in the world, and the industrial system will be safe, independent and controllable.
The plan proposes five specific goals for 2025. First, the level of high-end supply has been continuously improved. Break through a number of key basic materials in key strategic areas. The R & D investment intensity of key industries has reached more than 1.5%, and master a number of key core technologies of the industry. Second, the level of structural rationalization continued to improve. The production capacity of key raw materials and bulk products such as crude steel and cement will only be reduced but not increased. Form 5 ~ 10 leading enterprises in the industrial chain with ecological leading power and core competitiveness. More than five world-class advanced manufacturing clusters have been formed in the field of raw materials. Third, the level of green development has been greatly improved. The comprehensive energy consumption per ton of steel is reduced by 2%, the energy consumption per unit clinker of cement products is reduced by 3.7%, and the carbon emission of electrolytic aluminum is reduced by 5%. The emission intensity and total amount of pollutants per unit output value of key industries have decreased. The comprehensive utilization rate of solid waste such as industrial waste residue was further improved. Fourth, the effect of industrial digital transformation is prominent. Enterprises with intelligent manufacturing capability maturity level 3 and above have reached more than 20%, and the NC rate of key processes is more than 70%. Build more than 100 intelligent manufacturing demonstration factories and more than 10 industrial Internet platforms. Fifth, the foundation of system security is more solid. The independent and controllable level of key production processes, technologies and equipment in key industries has been greatly improved, and the breakpoints and blocking points of the industrial chain have been significantly reduced. The task of relocation and transformation of hazardous chemical production enterprises in densely populated urban areas has been fully completed.
Focusing on the development objectives, the plan puts forward the "five modernizations" key tasks of high-end, rationalization, greening, digitization and security from five aspects: supply level, industrial structure, green and low-carbon, digital transformation and industrial security. First, promote high-end industrial supply, improve the innovation system, overcome key technologies, break through key materials and improve product quality. Second, promote the rationalization of industrial structure, consolidate the achievements of de capacity, guide rational layout, optimize organizational structure and promote industrial synergy. Third, accelerate the greening of industrial development, actively implement energy-saving and low-carbon actions, promote ultra-low emissions and cleaner production, and improve the level of comprehensive utilization of resources. Fourth, accelerate the digitization of industrial transformation, accelerate the intellectualization of manufacturing process, promote the empowerment of industrial Internet and consolidate the digital support foundation. Fifth, ensure the safety of the industrial system, improve resource support capacity, enhance supporting capacity, and improve the level of safe production.
In order to promote the smooth implementation of the "five modernizations" task, the plan has deployed five major projects, including the innovation and development project of new materials, the pilot project of low-carbon manufacturing, the digital empowerment project, the security guarantee project of strategic resources and the chain reinforcement and strengthening project, as well as four guarantee measures, such as strengthening the implementation of the plan, strengthening the coordination of policies, strengthening the guarantee of talents and increasing publicity and guidance.
